What is the Purpose of World Heritage Sites?

Peel the Onion to See Where We Are Going!
If Agenda 21 is implemented, then masses of people will be removed from rural areas, and perhaps the suburbs, crammed into small living quarters in the cities, this is the optimistic view, and travel will be restricted either by law or self imposed due to lack of finances or means of travel.
All the world heritage sites will be restricted for the elites who will have the financial ability to travel and the required credentials, not to mention the free time to enjoy the fruits of our labor.
Do your homework, research, read, and connect the dots and see what conclusion you arrive at.
There is another scenario that is far more negative that involve FEMA camps but, for now, I'll leave that for another time.
These do not need to be only options we have as I believe that the forces of evil will not succeed so, somewhere in the timeline going forward, we will overcome "them". Pray often to stay strong and always be optimistic no matter how dark the skies. Peace be with you.

Klondike to make United Nations world heritage site bid in 2017

St. Andrews Church in Dawson City. The Yukon government announced this week it is investing $116,000 to help the Tr'ondek Hwech'in First Nation finalize its bid to nominate the Klondike as a UNESCO world heritage site.
A committee led by the Tr’ondek Hwech’in First Nation plans on submitting a bid to nominate the Klondike as a world heritage site by February 2017.
It’s hoped that the designation - awarded by the United Nations Educational, Scientific and Cultural Organization, or UNESCO - would help draw more tourist dollars to the area.
The Klondike has been on the tentative list to become a world heritage site since 2004.
World Heritage Project Manager Paula Hassard has been involved with the project for over 10 years.
She said the committee is currently working on finalizing a lengthy nomination dossier, consulting with various stakeholder groups in the area and writing a management plan.
“It takes a while to go through all of this and we’re still learning the process ourselves,” she said.
The plan is meant to show the World Heritage Committee the Klondike will be managed responsibly, said Molly Shore, communications assistant with the World Heritage Project.
“We need to show them we’re protecting the cultural values of the site,” Shore said.
“In some places they’re starting from scratch when creating a management plan. But since the Yukon is such a well-legislated place we’re pulling information together and putting it into terms that makes sense to them.
“We want to make sure it’s not a big fat document that no one can understand.”
The committee has also been in talks with other stakeholders such as the Klondike Placer Miners’ Association, the Yukon Chamber of Mines, the Klondike Visitors Association, the Dawson Chamber of Commerce and the Dawson City Museum.
Shore said it’s important for everyone involved to know that activities such as placer mining can continue in the area despite the application to become a world heritage site.
“We haven’t been endorsed by the mining community yet,” Shore said, “but we haven’t truly been endorsed by anyone yet because that’s not really possible until our work is closer to being completed.”
Hassard estimates the committee won’t know whether it’s been accepted as a world heritage site until the summer of 2018.
The designation for the Klondike would increase tourism for the area and would also provide more investment and business opportunities, the committee has said in the past.
The Yukon government announced this week it was investing just over $116,000 in the project for the 2016/17 fiscal year.

Canada: Half Of World's Natural Heritage Sites Are Under Threat

A chilling report recently released by WWF (formerly World Wildlife Fund) has found that nearly half of the world’s UNESCO-designated natural World Heritage Sites are threatened by industrial activities including oil, gas, and mineral extraction, overfishing, and illegal logging.
Sadly, some of the world’s most iconic natural sites have made it onto the WWF’s list, including:
the Great Barrier Reef in Australia, which is under stress due to extensive coral bleaching and is under further threat from the proposed Carmichael coal mine;
the Everglades National Park in the US, which has been so degraded by encroaching industrial and agricultural development, among other threats, that it has been inscribed by UNESCO onto its List of World Heritage in Danger;
Wood Buffalo National Park in Alberta, which has been investigated by UNESCO for threats from ongoing development in the oil sands (incidentally, it is Canada’s largest national park); and
Canadian Rocky Mountain Parks in Alberta and British Columbia, which is a system of 7 parks under stress from expanding resource development activities.
There are currently 229 sites designated natural and mixed natural/cultural world heritage sites. Under the Convention Concerning the Protection of the World Cultural and Natural Heritage, World Heritage sites are designated by UNESCO in recognition of their “outstanding universal value” (article 11). They must meet at least one of a list of selection criteria.
For “natural” heritage sites, that means they must:
contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance (criterion vii);
be an outstanding example representing major stages of earth’s history, including the record of life, significant on-going geological processes in the development of landforms, or significant geomorphic or physiographic features (criterion viii);
be an outstanding example representing significant on-going ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystems and communities of plants and animals (criterion ix); or
contain the most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of outstanding universal value from the point of view of science or conservation (criterion x).
Not only do Natural World Heritage Sites provide crucial support for a multitude of complex ecosystems, many are also sources of food, freshwater, and employment for millions of people, among other benefits. Many also act as carbon sinks and provide protection from the impacts of climate change. They are also important tourist draws, generating billions of dollars of revenue every year.
Once designated, the states in which they are located are expected to undertake measures to ensure the protection, conservation, and protection of the designated site (Article 5).
The WWF report makes a number of suggestions to minimize these threats, including the establishment of clear buffer zones to provide additional protection to sites.

Kimberly Simmons has spent eight years trying to get the Detroit River recognized on a world stage.
Specifically, she wants it to become a UNESCO World Heritage site, on account of its role in the underground railroad decades ago.
And while the Detroit historian, researcher and author has done a lot of work already, she still has a long way to go to seeing her dream become a reality.
"We are eight years in and I really would like to see the mission completed within the next couple of years," Simmons recently told CBC Radio's Windsor Morning.
She estimates that about 30 people have had a hand in working on the effort so far, though Simmons is the only person working on it on a daily basis.
More than 1,000 around the globe
There are 17 sites in Canada with a world heritage designation, according to the UNESCO website. In Ontario there is just one — the Rideau Canal. Others in Canada include the L'Anse aux Meadows National Historic Site and Alberta's Dinosaur Provincial Park.
The United States has just under two dozen sites on the world heritage list. There are more than 1,000 of these UNESCO-recognized sites across the world.
In order for a site to make the list, it has to be considered to have "outstanding universal value" and it must meet at least one of 10 selection criteria.
In the case of the Detroit River, Simmons believes it can be recognized in the category for its traditional land or sea use that is representative of a culture.
"It's a natural border shared by two countries and drove [20,000] to 25,000 people to come here to find freedom," said Simmons.
'You have to convince the world'
Part of the process to getting a world heritage designation involves providing evidence of a site's history. And Simmons said there is a high bar for making that case.
"In order to get a designation of world significance to happen through the United Nations, you have to convince the world that what you say is true," said Simmons.

The effort is further complicated by the fact that it would be a designation shared by both Canada and the United States. That implies a need for buy-in on both sides of the border.
"We are talking two governments, along with just the people that surround it, that have to make this happen," said Simmons.
Simmons sees some big economic benefits for both sides of the border if the Detroit River could obtain the designation.
"Our river has the opportunity, not to just draw people to see a pretty river, but to draw big tourism dollars," she said.
For Simmons, there is a personal element to her quest to win a designation for the river, as some of her ancestors travelled along the underground railroad.
"My family has moved not very far from where they first landed in Sandwich, close to 180 years ago and therefore, the river has always been very, very significant to me and to the family," she said.

Following a survey of ownership carried out in the late 1960s, ownership of the totality of the walls was vested in 1973 in the Spanish State, through the Ministry of Education and Science. It was transferred to the Xunta de Galicia by Royal Decree in 1994.
The Spanish Constitution reserves certain rights in relation to the heritage to the central government. However, these are delegated to the competent agencies in the Autonomous Communities, in this case the Xunta de Galicia. For the Lugo walls the Xunta is in the position of both owner and competent agency. Under the Galician Heritage Law the Xunta is required to cooperate with the municipal authorities in ensuring the protection and conservation of listed monuments, and certain functions are delegated down to them. The Xunta operates through its General Directorate of Cultural Heritage (Dirección General de Patrimonio Cultural), based in Santiago de Compostela.
The Master Plan for the Conservation and Restoration of the Roman Walls of Lugo (1992) covered proposals for actions to be taken in respect of research and techniques of restoration. This was followed in 1997 by the Special Plan for the Protection and Internal Reform of the Fortified Enceinte of the Town of Lugo, which is concerned principally with the urban environment of the historic town. However, it has a direct impact on the protection afforded to the walls, in terms of traffic planning, the creation of open spaces, and regulation of building heights. Another planning instrument which affects the walls is the Special Plan for the Protection of the Miño [river], approved by the municipality at the beginning of 1998.
There is at the present time no management plan sensu stricto for the walls in operation in Lugo: work is continuing on the basis of the 1992 plan. Nor is there a technical unit specifically responsible for the conservation and restoration of the walls. It is against this background that serious consideration is being given to the creation of an independent foundation, under royal patronage and with representatives from government, academic, voluntary, and business institutions, to work with the General Directorate of Cultural Heritage of Galicia. The work plan of this body would include the development and implementation of integrated conservation, restoration, and maintenance programmes.

The WH area is managed directly by the Divisional Forest Officer from the Forest Dept. A national steering Committee co-ordinates institutions for Sinharaja as a National Wilderness Area, Biosphere Reserve (1988), and WH site. There are two management plans, prepared in 1985/86 and 1992/94, which emphasise conservation, scientific research, buffer zone management, benefit-sharing, and community participation.

In 1979, the Committee decided to inscribe the Ohrid Lake on the World Heritage List under natural criteria (iii). In 1980, this property was extended to include the cultural and historical area, and cultural criteria (i)(iii)(iv) were added.
