Illegal alien migration into the United States costs American taxpayers $346 billion annually reported by the National Research Council. While employers of illegal aliens rake-in billions of dollars, the US citizens subsidize what may be called organized “Slavery in 21st Century America.”
While Congress facilitates outsourcing, insourcing and offshoring of American jobs by the thousands weekly, that same Congress imports 182,000 legal immigrant monthly who need jobs. Another estimated 100,000 illegal aliens arrive each month without jobs. All those immigrants seize jobs from American citizens at slave wages.
What happens to the American taxpayer?
“Immigrants are poorer, pay less tax, and are more likely to receive public benefits than American citizens,” said Edwin Rubenstein, reporting on the National Research Council’s new book: “The New Americans: Economic, Demographics and Fiscal Effects of Immigration.” The Social Contract Winter 2007-08.
The NRC found that the average immigrant household receives $13,326 in federal welfare and pays $10,664.00 in federal taxes. Thus, American taxpayers shell out $2,682.00 for each immigrant household.
In addition, the report showed that immigrants affect 15 different executive agencies of the U.S. government.
* Earned Income Tax Credit—fraud is rampant and IRS does little to verify existence of children.
* Clean Air and Climate Change—these goals are unattainable as long as US population grows—driven by unending immigration.
* Emergency medical treatment—US taxpayer money provides $250 million a year to help hospitals defray costs for illegal aliens.
* Bureau of Land Management—the Interior Department spends $1 million to mitigate environmental damage done by illegals crossing US southern border.
* Migrant educational grants—intended to help sates educate children of illegal workers. More fraud from over-counting.
* Office of Foreign Labor Certification—immigrant workers depress wages for US citizens resulting in declines in federal revenues at $100 billion annually.
As shown on CBS with Katie Couric this past week, 300,000 pregnant Mexican women cross the border to birth their babies, known as ‘anchor babies’, in American hospitals at an average cost of $6,000.00 per birth with no complications. If the child suffers heart defects, Downs Syndrome, Autism or any other problems, the costs jump to $500,000.00 with long term care into the millions of dollars. All footed by the America taxpayer!
Not mentioned in Couric’s report, that child enjoys free breakfasts and lunches through 13 years of publicly funded education at an average cost of $7,000.00 per year. Additionally, American taxpayers foot the bill for all medical and housing assistance for the child and mother. More hidden costs add up with ESL classes to teach the child English. Connecticut alone suffers 120 languages in their schools while Colorado suffers over 40 foreign languages that cripple their classrooms.
The list of expenses paid for by American taxpayer soars with time and numbers of illegal aliens. Additionally, legal immigrants sponsor their relatives in chain migration and family reunification at US taxpayer expense.

Enormous Cost of Illegal Criminal Aliens

President Bush brags, “They do the jobs that American citizens won’t do.”
He neglects to say, “Oh, and by the way, for slave wages, social security fraud, identity theft, drunk driving, trashing our schools, hospitals and, oh, I shouldn’t leave out—crime!”

Edwin Rubenstein exposes the gargantuan costs of illegal aliens in the National Research Council’s new book: “The New Americans: Economic, Demographics and Fiscal Effects of Immigration.” The Social Contract Winter 2007-08.
Rubenstein said, “Illegal criminal aliens play an increasingly large role in the Department of Justice’s workload and budgetary needs. Criminal aliens are an increasing burden on U.S. prisons. In 1980, federal and state facilities housed 9,000 criminal aliens. By 2004 federal, state and local jails held:
46,000 in federal prisons 74,000 in state prisons 147,000 in local jails“Between 27 and 29 percent of all prisoners in federal prisons are criminal aliens. More than 60 percent arrive from Mexico while the rest hail from 164 different countries.”
Cost to you? In 2008, Bureau of Prisons calls for $5.4 billion. Because of budget shortfall, 100,000 illegal alien convicts still walk the streets. They prove that crime pays!
Rubenstein said, “The Government Accounting Office recently analyzed the rap sheets of more than 55,000 illegal convicted felons held in prisons. It found:
1, The average criminal alien was arrested for 13 prior offenses. 2, 12 percent were for murder, robbery, assault, and sexually related crimes. 3, Only 21 percent were immigration offenses; the rest were felonies. 4, 81 percent of their arrests occurred after 1990.“In a word, criminal aliens are not casual lawbreakers. Most are recidivists or career criminals.”
“Doing the jobs that Americans won’t do,” Bush said.
“An overhaul of the FBI’s IT capability is essential for border security,” Rubenstein said. “In 2008, the FBI requested $90.5 million to improve its capabilities for providing identification services for federal immigration and law enforcement agencies.”
Although rarely discussed, human trafficking expands into America like an unfettered virus. Trafficking supports modern-day slavery.
“An estimated 800,000 human beings are trafficked across international borders each year, “Rubenstein said. “More than 17,500 victims are trafficked into the United States annually. A huge 80 percent of them are forced into sexual servitude.”
The DOJ spends $4.8 million and carries 34 positions in the Civil Rights Division’s human trafficking initiative. Your tax dollars at work for something that shouldn’t be going on in the first place if Bush and Congress enforced our immigration laws!
Yet another aspect of this criminal world stems from visa overstay absconders. Federal judges expelled 460,000 illegal aliens via deportation, yet allowed them to go free without follow-up. They remain in country enjoying 30 American cities with ‘sanctuary policy’ that protects them from deportation. We have met the enemy and they are our mayors, governors, president and Congress!
Not mentioned in the report, but mentioned by Newsweek last year, 15,000 MS-13 gang members now operate in 33 states. What do they sell? They provide $130 billion in drugs to our kids and citizens annually. How much do we spend to stop the drug trade? According to www.leap.cc co-founder and retired police officer Howard Wooldridge, American taxpayers spend $6 billion per month on the War on Drugs with little to zero results in the past 37 years. Drugs remain ample, pure and cheaper than in 1971 when the Drug War started under Nixon.
What remains most troubling about this incredible expenditure of our tax dollars? George Bush knows exactly what continues down at the border, but refuses to spend any time or money that would once and for all—stop illegal immigration. George Bush refuses to arrest, prosecute and jail employers of illegal aliens from big companies like Hormel, Tyson, Swift, McDonalds and other fast food companies, roofing contractors and big construction job contractors.

The Reconquista Movement: Mexico's Plan for the American Southwest

Often, a day labor site is nothing more than a parking lot outside a building-materials store where the owner sees a business advantage to allowing illegal alien day laborers to stand around and wait for job offers.
At the day labor site in Rancho Cucamonga, the Minuteman Project videotaped an angry Mexican who came out into the street to shout insults. “Go back to Germany where you belong!” he shouted. “Stay in Germany! Get out of here!” Then, pointing demonstrably to the ground with his right index finger, he screamed, “This is Mexico! This is our land! Get out of here, racist pigs! Viva Saddam Hussein! Viva Cuba!”
Clearly, the illegal immigrants at the day labor center didn’t want to be identified, since they were planning to take jobs at below-minimum wages and not pay taxes. Yet, the claim that California is actually Mexico was not made lightly. For millions of Hispanics in the Unites States, and for millions more in Mexico, the assertion is made in deadly seriousness.
The Reconquista Movement Takes Hold
At its core, the claim of the Reconquista (“Reconquest”) movement is that the United States stole large sections of the southwestern United States from Mexico in the 1800s. Mexicans and other Hispanics making these claims seek to reconquer this territory by taking the land away from the United States and returning it to Mexico. The goal of the Reconquista is to “reconquer” these “lost” or “stolen” territories for “La Raza”—the race indigenous to Mexico.
How will the Reconquista be accomplished? Today, millions of Mexican illegal immigrants are pouring into the United States. None of these illegal aliens are checked in any way. They live in the United States while swearing their allegiance to Mexico. By their sheer presence and numbers, those in the Reconquista movement believe that a time will come when they can take political control of local communities where Hispanics are the majority. The ultimate dream of the Reconquista movement is that political control can be gained in one or more southwestern states. Reconquista activists plan that the states controlled by Mexican immigrants would secede from the United States and join Mexico, much as the southern states seceded during the American Civil War and formed the Confederacy.
As preposterous as this seems, the Reconquista agenda has been pushed by the left for decades. Maps of Aztlan are drawn, incorporating large sections of the U.S. southwest and the theory that the U.S. stole the southwest from Mexico is actively taught by Leftists in Mexico as well as in “Hispanic studies” programs in U.S. schools. Those in the Reconquista movement understand the “Trojan Horse invasion” for exactly what it is. They plan to exploit America’s generosity to the fullest, all the while mocking us. The goal is for illegal aliens to get citizenship for themselves and their children so that they can eventually vote to return to Mexico large sections of the American southwest.
Revolutionary Reconquista Protest Themes
At the numerous protests in support of illegal immigration held throughout the United States in 2005 and 2006, we saw many examples of Reconquista banners and placards. In the crowd, Hispanic protestors commonly held posters that read in English: “If you think I’m ‘illegal’ because I’m a Mexican, learn the true history, because I am in my Homeland.” Yet another typical poster was carried by the Mexica Movement: “We are Indigenous! The ONLY owners of this continent.” Protesters waved Mexican flags. Mixed in the crowds have been posters and banners with typical communist or socialist slogans, as well as T-shirts and banners with the ubiquitous image of the revolutionary Che Guevara.
The Minuteman Project has a tape of Jose Angel Gutiérrez, a political science professor and former head of the Mexican-American Studies Center at the University of Texas, Arlington, a public university. [1] Professor Gutiérrez’s speech spouts typical Reconquista rhetoric:
We remain a hunted people. Now, you think you have a destiny to fulfill in this land that historically has been ours for forty thousand years. We are a new Mestizo Nation. This is our homeland. We cannot, we will not, and we must not be made “illegal” in our homeland. We are not “immigrants” that came from another country to another country. We are migrants free to travel the length and breadth of the Americas because we belong here.
We are millions. We just have to survive. We have an aging, white America. They are not making babies. They are dying. It’s a matter of time. The explosion is in our population.
The Mexica Movement
What is known as the “Mexica Movement” is central to the Reconquista movement. From the Mexica Movement’s website, we see the identification the movement makes with ancient Aztec roots. Their basic point is that current U.S. citizens are colonialists and European imperialists who stole the land of the southwestern United States from its true owners, the Mexican races dating back untold centuries. Here is some rhetoric from the Mexica Movement’s website:

Mexica Movement is a Nican Tlaca (Indigenous) rights educational organization
for the people of Mexican, “Central American,” “Native American,” and First
Nation descend of Anahuac, in what is now called “North America.” Occupied
Anahuac includes the colonial nations of Canada, U.S., Mexico (also controlled
by Europeans), and “Central America” (down to include “Costa Rica,” which are
also controlled by Europeans). “North America is the geographical area of the
culture of Anahuac, which is the culture of corn, which brought about our
civilizations. We, the Nican Tlaca people of Anahuac, are one people. We are one
race. We have origins in one culture. We include all Full-bloods and
Mixed-bloods as Nican Tlaca. We include ourselves with all similar movements in
the Western Hemisphere (including those now starting in “South America.”) [2]
It is hard not to be struck by the focus on race contained in this statement. Of course, when individuals on the Left use race as an argument, or, as here, when they base their entire political vision on race, it is politically incorrect to call the organization racist.
Aztlán and MEChA
Aztlán is the name for the mythical place of origin of the Aztec people. In the politics of illegal immigration, Aztlán has come to represent that part of the U.S. that the Reconquista movement intends to reclaim for an expanded Mexico. Maps drawn to illustrate Aztlán usually redefine Mexico to include much of California, Arizona, New Mexico, and Texas.
The goal of creating Aztlán is the dream of another radical organization, the Moviemento Estudiantil Chicano de Aztlán, which translates as the “Chicano Student Movement of Aztlán,” more commonly abbreviated to the acronyms “M.E.Ch.A” or “MEChA.” The symbol of MEChA is a black eagle against a red background. The eagle holds in its right claw a weapon similar to a machete, and in its left hand a stick of dynamite. In the beak of the eagle is the lighted fuse needed to blast the dynamite.
The national constitution of MEChA is clear about its intent:

The Chicano and Chicana students of Aztlán must take upon themselves the
responsibilities to promote Chicanismo within the community, politicizing our
Raza with an emphasis on indigenous conscious¬ness to continue the struggle for
the self-determination of the Chicano people for the purpose of liberating
Aztlán. [3]
MEChA and America’s Leftist Agenda in the Schools
Underneath this racial agenda is a radical leftist political agenda that shares with socialists and communists the goal of destroying the United States. MEChA agrees with radical socialists and communists that the United States is a colonial, imperialist country controlled by Europeans and dedicated to capitalist exploitation of workers. MEChA presents a version of Marxism with a racist bent. MEChA has an extensive presence as a student organization with some 300 chapters in high schools and colleges throughout the United States. [4]
The Reconquista movement shares a desire to push back the U.S.-Mexican border to where it stood before the 1846–1848 Mexican-American War settled the breakaway of Texas from Mexico. All Reconquista radicals would be happy to see the 1848 Treaty of Guadalupe Hidalgo and the 1853 Gadsden Purchase negated. Better yet, many extreme Reconquista radicals might like to revisit the Adams-Onis Treaty of 1819, which established the border of U.S. territory from the Rocky Mountains to the Pacific Ocean. The only trouble with annulling the Adams-Onis treaty is that would cede the western United States to Spain. Reconquista radicals of today may speak the Spanish language, but their cultural and racial orientation harks back to the indigenous Indian or Aztec roots of ancient Mexico. Reconquista radicals want to deal with European Spain no more than they want to deal with the United States.
The Immigration Battle in the Streets Begins
The massive street demonstrations that America witnessed on March 25, 2006, in Los Angeles were repeated in scores of other cities on April 10, 2006. Obviously, street demonstrations involving tens of thousands of participants require elaborate planning and expensive, professional coordination. The lobby that is fighting for illegal aliens to win citizenship is extensive and well-funded. David Horowitz’s important DiscoverTheNetworks.org website lists some fifty groups that are working together in the effort on the radical left. [5] We can add to this list some one hundred smaller groups that work on a local or regional basis, often in coordination with one or more of the larger national groups. Behind the scenes, the left has organized one of the largest protest movements in America since the massive civil rights marches seen all across the country in the 1960s.
Protestors Attack Minuteman Counterprotestors
The massive protests in March, April, and May 2006 supporting illegal aliens were entirely one-sided expressions of First Amendment rights. Minutemen who dared take to the streets in counter-protest risked attack and injury from the politically intolerant who were thrusting their message upon America as if theirs were the only legitimate message. Protest marches spilled out onto freeways and blocked traffic in major cities, the point being to disrupt business-as-normal. The protest organizers quickly backed off encouraging students to walk out of schools when teachers’ unions complained that schools might lose government funds. Still, students displayed openly the leftist ideas that they had been taught about immigration, although flying the Mexican flag above an upside down U.S. flag on a schoolyard was not the image that organizing groups like MEChA or the National Council of La Raza wanted to broadcast.After all, the plan of the radical Left is to launch an invasion that would only become obvious to Middle America when it was too late. The plan would fail if the American public saw too clearly the invading army instead of the cheap labor gift horse in which they were hidden. So, into the backpacks went the Mexican flags, replaced by the American flags that the protest organizers brought with them.
The National Anthem Rewritten as 'Neustro Himno'
No analysis of the Reconquista movement would be complete without mentioning the national anthem controversy. In April 2006, British music producer Adam Kidron introduced a Spanish version of the U.S. national anthem, titled “Nuestro Himno,” or “Our Hymn.” [6] Not only was it written in Spanish, the lyrics of “Our Hymn” changed the original lyrics. Kidron released the “anthem” in a multiple artist recording where background singers added additional variations that appeared to be background to the song’s rewritten “Star-Spangled Banner” lyrics.
The song was released during the April and May 2006 pro-illegal immigration street demonstrations in cities throughout the United States. Rewriting the national anthem suggested to many that the only intent of the millions of illegal immigrants in America was to take over and re-invent the United States in their own image and to their own liking. Adverse reaction was immediate, creating for millions in Middle America the strong impression that we are losing America to the demands of Hispanic illegal immigrants.

When Illegals go Berserk Will Your State be Prepared?

In my March 13, 2006, column I wrote about the 100,000 criminals (illegal aliens, not immigrants) who brazenly marched through the streets of Chicago without fear of being rounded up and deported. On March 17, 2006, an estimated 25,000 illegals from Ireland marched boldly in the St. Patrick's Day Parade in NY without fear of any enforcement of our immigration laws. I told my friends at the time: this unchecked in-your-face, "we demand respect" display by illegals will embolden them to demand they be given a free pass and when that doesn't happen, it will reach the point of violence.
On March 24, 2006, hundreds of high school students in LA walked out of their classrooms to protest the newest piece of completely unnecessary immigration legislation by the incompetent fools in Congress. Within hours 15,000 criminals (illegals) were marching in Phoenix and roughly 10,000 in Georgia. On March 25, 2006, waving their Mexican flags chanting the same worn out "racist" garbage and demanding their "rights" 50,000 of these criminals marched in Denver, thousands in North Carolina and here in Sacramento. All because the House of Representatives has passed legislation that would make it a felony to be in the U.S. illegally, impose new penalties on employers who hire illegal immigrants and erect fences along one-third of the U.S.-Mexican border. The counterfeit Senate is to begin their bickering on March 28, 2006. Here's two short e-mails I recently received from some illegal who no doubt chants racism because we the people demand our immigration laws be enforced:
From: D******@aol.com. Date: 3/16/2006 7:06:47 PM Message: "Hey you ignorants. Why dont you report YOURSELFS .lol. You white people are the real illegals! When did you have a passport to come into my ancestors land?! Get a life and REABUILD YOUR MAYFLOWER so you can go back the cockasian hills were you ALL belong!" This illiterate wasn't happy sending just that one, a few minutes later, he sent another: "F**K U GRINGOS VIVA MEXICO!!!!!"
Controlling immigration is about the security of this republic (terrorists illegally crossing the borders) and making sure countries like Mexico stop dumping their murderers, rapists, those carrying AIDS and other communicable diseases and gang members on America's door step. If you smuggle yourself across the border you are a criminal. Breaking our immigration laws has nothing to do with how nice an illegal might be or how hard they might work. If you're here illegally, the only "right" you're entitled to is a free bus ride to the border.
Also on March 25, 2006, 500,000 of these criminals (not immigrants) and their supporters marched, chanted and waved their Mexican flags in downtown LA. The newly "elected" racist mayor, Antonio Villaraigosa, joined the lawbreakers and proclaimed this bill in Congress is wrong. Señor Villaraigosa said the only thing illegal is making 11 million illegal aliens felons. Yeah, he actually said that. People should make no mistake about it: Villaraigosa was "elected" by illegals voting and his allegiance, along with the rest of these "elected" public officials in California of Mexican ancestry is to Mexico, not California or these united States of America.
The sissy, prissy, politically correct fools in Congress and the state legislatures who have coddled and given a free pass to these hordes coming across the border for the past twenty years have put this republic in extreme danger that is beginning to escalate. As I watched the cable coverage of these marches the past few days, the signs and interviews are the same broken record: "I want my rights protected!" yelled one illegal female. "Americans who want to deport us are racists," puked another illegal. "I'm not a criminal, I just want to work. Without us, America's economy will fail. We do the work American's won't," said one angry male illegal during the protest march in Kansas City.
Here's a legal news flash for the little miss with her faced painted with globs of make up: Illegal aliens have no constitutional rights. You are not a U.S. citizen. Smuggling yourself across the border, regardless of country of origin, is in violation of American immigration laws. The definition of illegal isn't racist or racism. If you break into someone's house to steal, that is an illegal act, not racism. If the law says a man cannot force a woman to have sex against her will, it's called rape and if you commit such an act, it's an illegal one, not racism. Our immigration laws prohibit any individual, regardless of country of origin, to smuggle themselves across any of our borders. This is a matter of federal law and I am fed up with this BS about racism out of the mouths of blatant racists:
Then Assembly Speaker (California State Legislature) Antonio Villaraigosa, now Mayor of LA: "Because you know what? It's not enough to elect Latino leadership. If they're supporting legislation that denies the undocumented driver's license, they don't belong in office friends."
Art Torres, California Democratic Party chairman, at the Latino Summit Response to Prop 187 at U.C. Riverside (Jan. 14, 1995): "Power is not given to you, you have to take it! People say to me when I was on the Senate floor, when I was in the Senate, why do you fight so hard for affirmative action programs. And I tell my white colleagues: because you're gonna need them. Remember, 187 is the last gasp of white America."
Fabian Nunez, California assemblyman, at the Latino Summit Response to Prop 187 at U.C. Riverside (Jan. 14, 1995): "Each of you, get ten people to go with us on that march in Washington, D.C., and I guarantee you just as we mobilized 150,000 to the streets of Los Angeles on October 16, we will mobilize 1 million people and bring Washington to a standstill, and those rednecks that are out there making decisions for the betterment of their communities will think twice before they push forward anti- immigrant legislation against our community."
"... Brown Berets, we're here today to show L.A., show the minority people here, the Anglo-Saxons, that we are here, the majority, we're here to stay. We do the work in this city, we take care of the spoiled brat children ... We're here in Westwood ... to show white Anglo-Saxon Protestant L.A., the few of you who remain, that we are the majority, and we claim this land as ours, it's always been ours, and we're still here, and none of the talk about deporting.
"If anyone's going to be deported, it's going to be you! ... Get out! We are the future. You're old and tired. Go on. We have beaten you – leave like beaten rats. You old white people, it is your duty to die. Right now, we're already controlling those elections, whether it's by violence or nonviolence. Through love of having children we're going to take over." Augustin Cebada, information minister of Brown Berets, militant para-military soldiers of Aztlan shouting at U.S. citizens at an Independence Day rally in Los Angeles.
Our economy will not fail by rounding up illegals and deporting them. On ABC This Week, March 26, 2006, weasel Arlen Specter, hauled out the other big lie, "We have created a need for these workers who will do the work Americans won't." Bull. Once we begin to deport these criminals, Americans will step in and do the jobs - jobs that have been taken away from them because employers have turned a blind eye to the law and are looking for cheap labor. As for Arlen Specter: why is he still sitting on his backside doing nothing while banks in this country are knowingly and aggressively violating federal law by giving home mortgages to criminals (illegals). Congress and the Department of Justice are simply ignoring this outrage, yet Specter blathers on the stupid tube that these 15 million plus criminals should be given a free pass. It is the intention of Mexicans to "reclaim" the four border states and merge them back with Mexico and they are willing to do it with violence. Do people seriously think these marches over the past three days were spontaneous? Get real. There's big money behind this lawlessness. As soon as these criminals got away with brazenly marching and protesting on the streets of downtown Chicago, the planning and coordination began to coincide with the upcoming Senate exchanging of spit on Tuesday. What is going to happen when, not if , but when millions of these criminals and deadly gangs decide to go on a rampage? The sovereign states of the Union are guaranteed a republican form of government and protection from invasion. This massive invasion has gone forward with no resistance from Washington because the agenda is to eliminate our border and join Mexico and Canada with the U.S. as one regional territory for world government. 21 - Cases of leprosy are on the rise in the United States. Beyond what is listed above, Americans are watching as American jobs are outsourced to foreign lands, including Mexico. The excuses most proffered are 1) the American labor pool doesn’t have the skills required to do the jobs being outsourced; and 2) foreigners are doing the jobs Americans won’t do. The reality is that big business destroyed the American education system with the help of our duly elected representatives who sought to appease big business—turning schools into workforce development centers heavy on attitudes, values and beliefs and light on reading, writing and arithmetic—and now that big business got what they wanted, they are looking outside the United States for laborers. There is no mystic in that. The American labor pool must be as poor as in third world countries. That’s what “raising the standards” has always been about.
The result is that the American economy is rapidly going down the drain while the President and Congress clap their hands with glee. They figure the resulting economic collapse won’t hurt them, just middle-class America which is rapidly disappearing as middle-class Americans lose their homes, jobs and economic standing and sink into the poverty that is the third world. The feudal system of centuries past in which there were only two classes of people: the rich elite and the desperately poor who existed at the pleasure of the rich elite.
Why Illegal Immigration is a Threat to the United States (Parts 1 & 2)

... So, in town after town across the nation the battle rages. And that is really the point. Illegal immigration is not just a border issue. It is a national issue affecting every large city and almost every small town. It must be understood that illegal immigration is not just a matter of some unhappy peasants hoping to seek a better life. It is a $300 billion a year industry, combining the interests of multinational corporations with those of drug cartels and Latino street gangs. Caught in between are American communities and the American way of life. Some cities, especially those along the points of entry at the border have become dangerous no-mans lands, where no property is safe, no American citizen is able to leave their home unarmed and some politicians turn a blind eye as they profit under the table. As a result American civilization is beginning to break down. That is why so many Americans refuse to back down on the issue, continuing to demand a crack down, no matter what name calling they must endure.
The Economic Cost of IllegalsFederal law (the Emergency Medical Treatment and Active Labor Act) mandates that all hospitals with emergency-room services must treat anyone who shows up - including illegal aliens. In most cities across the nation, illegals now use the emergency rooms as free primary care. And the hospitals have to keep taking them.
Health CareThe annual cost for uncompensated emergency care to Mexican Border States (California, New Mexico, Arizona and Texas) is $200 million. California taxpayers paid $79 million for illegal alien health care. Four major Los Angeles hospitals were bankrupted and shut down in 2004. Texas paid $74 million. Georgia ran a $63 million deficit for 64,000 unpaid doctor visits in 2002. Cochise County, Arizona spent 30% of its annual budget on uncompensated care to illegal aliens. University Medical Care in Tucson, Arizona spent $10 million on uncompensated care to illegal aliens. 77 hospitals in the four Border States now face financial emergencies. Legal citizens are forced to fly emergency patients to other cities for treatment. Taxes are going up to compensate. Meanwhile, as a result of the Federal Emergency Medical Act, Mexican ambulance drivers are transporting hospital patients unable to pay for medical care in Mexico to facilities in the United States. The ambulances are driving through unguarded potions of the border with "little resistance" at the instruction of Mexican officials.
EducationFederal laws and a Supreme Court decision mandate that schools cannot deny free education to illegal aliens. Over 300,000 pregnant women enter the nation illegally every year. Taxpayers pay for food, housing medical care and school. The average annual cost per child for education is $7,161, totaling $109 billion to educate illegal aliens annually. The average cost of bilingual education is $1,200 per illegal student. U.S. schools annually educate 1.1 million illegal children. Schools have become over crowded and unruly. Teacher shortages (especially those who speak Spanish) are a growing problem for local school districts.
One teacher has reported what it is like in the classrooms in schools where federal tax dollars pay for free medical, free baby sitters for student mothers as young as thirteen, and free breakfasts (where "the waste of food is monumental, with trays and trays of being dumped in the trash uneaten"), new computers are "carved with graffiti by students." "I have had to intervene several times for young and substitute teachers whose classes consist of many illegal immigrant students here in the country less than three months who raise so much hell with the female teachers, calling them "Putas" (whores) and throwing things that the teachers were in tears" she reports. Such is the atmosphere in today's schools which are overrun by illegal aliens who speak no English and there is no ability to control or discipline.
Moreover, state run colleges and universities are being forced to allow illegal aliens to receive in-state tuition discounts that are supposed to be reserved for residents of that state. In California, a law, (Assembly Bill 540) allows undocumented high school graduates who have been in residence for three years to enroll in community colleges and the California State University and University of California systems without paying nonresident tuition. The same is true in many other states across the country.
The Jobs Americans Don't WantIn 2003, illegal aliens displaced American workers at a cost in excess of $133 billion, while American college and high school students can't find summer jobs in yard care, landscape, fast food or service jobs - because illegal aliens work those jobs at a third of the wage - often under the table.
CrimeCrimes committed by alien criminals, such as rape, murder or drug distribution costs U.S. taxpayers $1.6 billion in prison costs alone. The figure doesn't include the cost of lost property, medical bills of the victims, time lost from work to recover, higher insurance costs, etc. Today, illegal aliens make up twenty nine percent of the U.S. prison population - or 500,000 illegals.
Latino gangs like Mara Salvatrucha 13 (MS13) constitute most of the crime from the ranks of the illegals. They originated in El Salvador and today their U.S. leadership still comes from there. They steal cars and use them to run drugs over the border. They terrorize local citizens with violence. They are the chief source of drug sales for the cartels. And they are racists.
MS13 is the largest and most violent of all gangs in the US today. They have overtaken the Crips and the Bloods both in size and violence. MS13, which began its operations in Los Angeles has now moved east and is prominent on the East Coast.
In Los Angeles, Mexican gangs declared "ethnic cleansing zones" in specific parts of the city. They kill whites and blacks. In New Jersey, recently, MS13 gang members killed three college students in execution style.
No Man's Land at the BorderNo legal citizen of the United States of America, living under the Constitution and the Bill of Rights should have to live as those who reside near the U.S. / Mexican border. Here there are no property rights, no ability to be safe in their homes, and no peace. One dare not go to the movies, the grocery or visit a relative without carrying a weapon for protection. Through out the community the streets are teaming with drug dealers, loiterers and gangs bent on violence.
The illegals flood across their property having just crossed the border. As they pass over the ranches and private property they leave a trail of trash, human waste and dead farm animals and pets. Found in the trash that is dropped all along the trail are pieces of paper containing contact phone numbers. Also found are Korans dropped by obvious Muslims who have made their way across the border.
Sometimes the illegals walk right into the living rooms and steal what they want. Many homes on the border are now little more than prisons for the residents, surrounded by barbed wire, searchlights, with loaded guns at the ready.
The Tucson, Arizona area is one of the prime crossing points for illegals. The organization for transporting illegals is almost a precision military operation. On the Mexican side of the border is a landing strip where planes fly in on a regular basis with their cargo. Some of it human; some drugs. It's all the same to those providing the transportation.
The planes land and the cargo is loaded onto busses with the windows whited out. Young girls prepare for the trip by taking birth control, for they know what awaits them on the trip across the border from their "travel assistants" - rape. It's just part of the price for crossing the border into the promised land of America.
The busses drive to a specific location on the border. Here the cargo is unloaded and the process of walking across the border begins. Each of the human cargo is given information on what to do once they reach the other side, including a phone number of someone to call. The number is not necessarily a local number. It may be a location in Virginia, or Maine or Utah. Anywhere in the U.S. The person on the other end gives instructions on how to gain transportation to their location where they will be brought into the illegal community in that city.
And so the journey across the border begins. Somewhere in the middle, between Mexico and the U.S. is a tree. From the branches of that tree hang women's panties. It's called the panty tree. Why? Trophies from the raped women of previous journeys. It's just the cost of doing business with the "Coyotes," the murderous thugs who run the illegal immigrant trade. They don't care who lives or dies. These are the ones who will leave illegals locked in trucks without food or water or ventilation. They charge enormous fees - up front. To them the cargo is all the same. They carry the drugs with the humans. They make deals with terrorists for the same trip. They rape, maim and kill. And go back for another load. Business is booming.

Once the cargo is inside the U.S., more buses are there to pick them up and transport them to drop off points. Here the phone calls are made for arrangements of more transportation across the nation. And in that highly organized manner, illegal aliens make their way into American cities.
Some are "Sanctuary Cities" where politicians have decided it's good for the community to encourage illegals to live. In such communities no one can ask for the country of origin, even if a crime as horrible as murder is committed. The sanctuaries permit 20 million illegals, drug smugglers, child sex rings, ID forgery networks, and an assortment of run of the mill criminals to live lawlessly inside the United States. They are provided with income, identification, driver's licenses, credit, housing, education, and medical care at taxpayer expense.
As stated, it's a $300 billion a year industry. That buys a lot of politicians. Along the Border States no one talks about it. And, no surprise, a lot of politicians do nothing to stop it. Our fear and their greed are destroying the American dream.
Meanwhile in Your Local Community...
How a community treats the illegals is key as to how many come there. The main magnet is the establishment of a day labor center. The nation-wide illegal network knows where to send them. If a community opens its arms, of course they flock there. If a community stands up to them, they leave.
But that is easier said than done. First, federal laws or lack of enforcement hampers efforts against the illegals, no matter the sentiment of the community. Federal courts strike down local laws, such as just happened in Hazleton, Pennsylvania when a federal judge degreed that laws the community had passed to crack down on illegals were unconstitutional. Federal agencies say it is illegal for local police to ask if anyone is an illegal. The federal government argues that immigration is a federal issue and for local communities to take action interferes with U.S. foreign policy.
On the local level too, there is great pressure on elected officials to do nothing. Strong lobbying arms protect the illegals. The ACLU, of course, threatens lawsuits. But many Americans would be surprised to learn of the Hispanic forces behind much of the pressure applied to their local officials.
Many immigrant groups are joined together through the La Raza movement. These are the groups which organized the massive demonstrations in cities across the nation last year. It is past time for all Americans to know what is at the root of those demonstrations and the extent to which our nation is at risk to the La Raza movement.
One of the most prominent Hispanic organizations pushing for "immigrant rights" is the National Council of La Raza - the Council of "the Race." The mainstream media and most members of Congress depict La Raza as little more than a Hispanic Rotary Club. In 2005, La Raza received $15.2 million in federal grants, of which $7.9 million was in U.S. Department of Education grants for Charter Schools, and undisclosed amounts to get-out-the-vote efforts supporting La Raza political positions including lobbying for open borders and amnesty for illegals. Had the Senate's immigration bill passed, several million more dollars were budgeted for La Raza.
Behind the respectable front of the National Council of La Raza lies the real agenda of the La Raza movement. This radical agenda, pushed by secondary groups contains the reasons behind the demonstrations and the strong lobbying efforts in our communities.
Key among those secondary groups is the radical racist group Movimiento Estudiantil Chicano de Aztlan, or Chicano Student Movement of Astlan (MEChA). MEChA seeks to carve a racist nation out of the American West. MEChA opposes assimilation into American society. MEChA is a leader in the effort to "Reconquista" or reconquest our western states.
MEChA's founding principles state: "In the spirit of a new people that is conscious not only of its proud historical heritage but also of the brutal gringo invasion of our territories, we, the Chicano inhabitants and civilizers of the northern land of Aztlan from whence came our forefathers, reclaiming the land of their birth and consecrating the determination of our people of the sun, declare that the call of our blood is our power, our responsibility, and our inevitable destiny...Aztlan belongs to those who plant the seeds, water the fields, and gather the crops and no to the foreign Europeans...For La Raza to do. Fuera de la Raza nada." That closing two-sentence motto is chilling to everyone who values equal rights for all. It says: "For The Race everything. Outside The Race, nothing."
These words don't come from a fringe radical element. These come straight from the official MEChA sites at Georgetown University, the University of Texas, UCLA, University of Michigan, University of Oregon, and many other colleges and universities around the country.
Another leading Hispanic group involved in community organization, promoting the pro illegal position is Mexicanos Sin Fronteras. The translation of the name means "Mexicans Without Borders." This group is active throughout the country and many times works with the "Zapatista Army of National Liberation." These groups seek to radicalize the Latino community. The official website of the Mexicanos Sin Fronteras states that it is "anti-capitalist, anti-imperialist in the capital of the most terrorist country of world-wide history" (Washington, DC). It goes on to say it pledges its support to "other campaigns" of the radical illegal Hispanics with material and financial assistance.

Both Republican Party Presidential candidate John McCain and Democrat Party Presidential candidate Barack Obama recently spoke at the annual convention of the National Council of La Raza. I'm sure most readers understand that "La Raza" is Spanish for "The Race."
That McCain and Obama would pander before an organization such as La Raza indicates just how deeply both the Republican and Democrat parties are committed to appeasing the pro-illegal immigration forces. And mark it down: there is not a more pro-illegal alien organization in existence than La Raza.
As a comparison: can one imagine the maelstrom that would be created within the mainstream media if both major-party Presidential candidates appeared before a gathering of an all-white organization called "The Race"?
As if having the two major-party Presidential candidates appear before La Raza isn't enough, the current occupant of the White House, President George W. Bush, is also on record as supporting the goals of La Raza. Remember, it was George W. Bush, along with Senators John McCain, Ted Kennedy, and Lindsey Graham, who did everything within their power to coerce both houses of Congress into passing a sweeping amnesty bill for illegal aliens. Only a unified and thunderous protest from millions of average Americans defeated their efforts.
President Bush's support for La Raza is also demonstrated by the fact that the Bush administration (with the aid and assistance of Congress) has given millions of taxpayer dollars to the pro-illegal alien group.
Columnist Michelle Malkin recently wrote a revealing article that warned the American people of things everyone should know about La Raza. Here are a few samples.
La Raza supports driver's licenses for illegal aliens. La Raza demands in-state tuition discounts for illegal alien students that are not available to law-abiding U.S. citizens and legal immigrants. La Raza opposes cooperative immigration enforcement between local, state and federal authorities. La Raza opposes a secure fence on the southern border.
La Raza opposed the state of Oklahoma's tough immigration-enforcement-first laws, which cut off welfare to illegal aliens, put teeth in employer sanctions, and strengthened local-federal cooperation. La Raza joined other open-borders, anti-assimilationists and sued to prevent Prop. 227, California's bilingual education reform ballot initiative, from becoming law.
La Raza gives mainstream cover to a poisonous subset of ideological satellites, led by Movimiento Estudiantil Chicano de Aztlan, or MEChA. The late Rep. Charlie Norwood rightly characterized MEChA as "a radical racist group . . . one of the most anti-American groups in the country, which has permeated U.S. campuses since the 1960s, and continues its push to carve a racist nation out of the American West."
La Raza sponsors militant ethnic nationalist charter schools subsidized by your public tax dollars (at least $8 million in federal grants). La Raza thrives on ethnic supremacy--and the elite's unwillingness to call it what it is. As historian Victor Davis Hanson observes: "[The] organization's very nomenclature 'The National Council of La Raza' is hate speech to the core. In spite of La Raza's obvious racist, anti-American agenda, both John McCain and Barack Obama were more than happy to prostitute themselves in front of this grubby group. And, as already noted, President Bush has repeatedly championed many of La Raza's goals and has rewarded La Raza with millions of federal tax dollars.
Accordingly, President George W. Bush, and Senators John McCain and Barack Obama are not only three peas in a pod when it comes to illegal immigration: they are The Three Amigos.
Just as George W. Bush has no intention of securing America's borders, neither does John McCain nor Barack Obama. Both of these Presidential candidates will continue the policies of their predecessor and leave the U.S. wide open to the threat of potential terrorists, drug dealers, violent gang members, and felonious criminals.
The reason for this should be obvious: McCain and Obama, along with many others in Washington, D.C., do not believe in putting America first. They are globalists through and through. As I have often said, the real battle today is not between liberals and conservatives. Those labels are meaningless. It is not between Republicans and Democrats. Pat Buchanan was right when he said that the two major parties are merely "two wings of the same bird of prey."
The real battle today is between Americans and globalists. Between those who believe in constitutional government, national sovereignty and independence, secure borders, and putting America first, and those who want to merge the United States into some kind of global New World Order.
As I said, John McCain and Barack Obama are globalists. And their pandering before an anti-American, racist organization such as La Raza proves it.

The Cost of Illegal Immigration

In her myriad of articles concerning the illegal alien criminal families of Reyes/Quiroz/Hernandez (hereafter known as the Reyes Gang), Lornet Turnbull of the Seattle Times has made various assertions concerning the illegal alien population in the United States. Two of those assertions are that illegal aliens are of greater benefit to the U.S. economy than detriment; and that the illegal alien population is roughly 12 million.
Both of these assertions are, to put it bluntly, outright lies asserted by an individual who supports the criminal illegal alien invasion of the United States. I shall address the second assertion first as it is rather straight-forward: In October 2007 the estimated number of illegal aliens residing in the United States was revised. The figure went from an estimated 12 million to an estimated 38 million. Yet six months after the initial release of these revised figures, Turnbull is still using the old figure; quite obviously to give the criminal illegal alien invasion of the United States a less threatening face, a less ominous presence.
Now to Turnbull’s assertion the illegal aliens benefit the U.S. economy.
As people have become more cognizant of the sheer number of illegal aliens residing in the United States, the question has been whether they are a benefit or a detriment to the U.S. economy. President George Bush, because he supports a completely open border policy (in complete contradiction of his claim that we must secure America against terrorists), claims they are a benefit; that they “do jobs Americans won’t do.”
The truth, however, is something quite different. Americans have watched as illegal aliens have taken jobs away from Americans in the construction industry, food processing industry, manufacturing, etc. These are not “jobs Americans won’t do;” these were high-paying jobs that Americans workers have watched the wages being depressed on because employers are hiring illegal aliens at a lower hourly wage while Americans are left at the curb unable to find work, watching their unemployment benefits run out with no job prospects in sight that will pay the bills. The repercussion is two fold: 1) wages are being depressed while American workers cannot make ends meet because the illegal aliens have taken over the job market; and 2) the price of the product resulting from the depressed wage isn’t being sold for less; it is being sold for the same price with the employer pocketing the profit. That profit, in part, then goes to buy politicians to keep the borders open and the flow of illegal aliens unimpeded.
The illegal alien work force, depressing American wages, is very much a part of pushing the United States into the third-world status of the very rich and very poor with no middle class; the feudal state—the goal of the global economy—must eradicate the middle class in America in order to achieve absolute power and control of the masses. That politicians like George Bush, John McCain, Barack Obama, and Hillary Clinton don’t want to remove the 38 million illegal alien criminals from this country is not because they do jobs Americans won’t do but because middle class America must be destroyed for the global third world economy to reach fruition.
And counter to the claims of Bush and Company, the cost of the 38,000,000 illegal alien criminals far exceeds any economic benefit. With the criminal illegal alien invasion has come crime (rape, murder, sodomy, dope, racketeering, gangs) and related costs; disease heretofore eradicated in America; degradation of entire neighborhoods; economic recession due, in part, to the depressed wage market; and the costs to educate, house, and address the health issues (including the costs of anchor babies) of the criminal illegal alien population at the expense of legal American taxpayers.
Yet these people do nothing to better society. The picture below, taken recently in Oceanside, California, is of an illegal alien zipping up after relieving himself on the sidewalk along a busy street in broad daylight. He was picked up by the Oceanside Police Department.[1] The following is not the exception in the illegal alien presence in the United States. For obvious reasons, the name of this writer is being withheld.
“…An example is how most Mexican illegal aliens urinate and defecate anywhere. In the buildings where they live, they throw the trash outside the trash bin, etc. I heard of one instance when they had live chickens in the apartment. They had the chickens nesting in the kitchen cabinets. They had removed the doors for the chickens to roost there![2]
“…When my husband had open heart surgery, he shared the room with a Mexican in the hospital. The Mexican's family visited 12 hours a day; in a small room there were from four to six people around the man's bed. They ate their tacos and tortillas there; the wife would lie down on the bed next to her husband and they all used the patient's bathroom which they made filthy instead of the guests' bathroom down the hall! I wanted to complain, but my husband begged me not to. He felt very vulnerable in that bed and he simply was afraid.
“…I used to go to the Spanish Horse Show in the Los Angeles Equestrian Center every year. It was a very elegant and beautiful event with mostly English speaking audience. I missed one show… The next year I went and was shocked to see all of Mexico there! Moreover, they were selling hard liquor and one could smell metabolized booze outdoors! When the Mexican flag was paraded there was a roar from the crowd and just a smattering of applause for the U.S. flag. I was scared that some gangs might start shooting. I swore never to go back. That was five years ago.”
All one need do, to realize the culture of these criminal illegal alien invaders, is to look at pictures of the trash strewn along the American side of the border with Mexico, where illegal aliens have crossed. According to Lornet Turnbull, these people are seeking a better life; yet they don’t seek to fit in anywhere they go; they expect Americans to accept their trashy third world way of life; exemplified by all the people living in Ana Reyes small apartment in Burien when she was picked up by ICE.
Edwin Rubenstein of ESR Research has produced a report, The Fiscal Impact of Immigration, in which he took a conservative look at the cost of immigration in fifteen areas:

Ana Reyes’ husband walked across the border in 1988/1989; she followed him in 1990; their two sons in 1991. In 1998 her husband walked out and Reyes and her children moved in with Arturo Hernandez, also an illegal alien criminal. Altogether, the Reyes Gang comprises six illegal alien criminals: Ana Reyes, her husband (?) Quiroz, Christian Quiroz, Carlos Quiroz, Arturo Hernandez and Luis Hernandez. How long the Hernandez brothers have been in the United States illegally isn’t known.
According to Rubenstein’s report, the combined cost (in the 15 areas noted above) for one illegal alien for one year, is $9,139 in 2007 dollars. This amount represents the economic impact (cost exceeding benefit) of each illegal alien. The economic impact to American taxpayers of six illegal aliens for one year would be $54,834 (2007 dollars).
Ana Reyes and her husband have been here at least 17 years. Using a conservative annual inflation rate of 2%, the approximate conservative cost of just these two for 17 years would be $278,616. Their two illegal alien sons, Christian and Carlos, were in the United States illegally for 16 years; their conservative cost for those 16 years would be approximately $265,650. Because exactly how long Arturo Hernandez and his brother, Luis, have been in the United States illegally isn’t known, we will approximate that time at ten years for an approximate conservative cost for the two of them of $167,178. Just these costs total $711,444.
Rubenstein’s report also states, on page 18,
In a word, criminal aliens are not casual lawbreakers. Most are recidivists—that is, career criminals. The economic burden they impose on victims, including loss of income and property, uncompensated hospital bills, and emotional pain and suffering, has been estimated at $1.6 million per property and assault crime offender. In total, the Reyes Gang has committed at least 53 crimes, most involving criminal traffic, non-payment of debts, and property loss or damage. Recidivist would be an understatement. At $1.6 million per property or assault crime offender, the Reyes Gang has racked up a conservative approximate cost to American taxpayers of $9.6 million just in criminal acts committed.
In the course of the last four years, Lornet Turnbull has written a myriad of articles for the Seattle Times concerning illegal aliens. Unfortunately, in not one of those articles has she made any effort to write the truth about the criminal illegal alien invasion of the United States. Her bent has been to portray these people as just poor, down-trodden, down-on-their-luck, underprivileged souls looking for a better way of life.
I have challenged Lornet Turnbull to write about …
1 - the crimes committed by the Reyes Gang;
2 - the cost to American taxpayers of the Reyes Gang being in the United States illegally;
3 - the effect on Ana Reyes’ two daughters of her living, out of wed-lock and in a state of adultery, with a man and bearing his illegitimate child.
I also challenged her to fill her home to capacity with these illegal alien criminals and support them, and to walk through the barrios of California where cops won’t even go. Not one of my challenges has been accepted. As is usual with people like Lornet Turnbull, putting her money, her home, and her financial security where her mouth is isn’t in the cards; she wants to keep what she considers hers but truly believes you should be gladly give up all that is yours to further her agenda! She talks the talk but she doesn’t walk the walk. In short, she’s a hypocrite!
Turnbull stated, in one of her articles, that Joe Kennard, benefactor to the Reyes Gang, has an “urge to give back.” Maybe he should start by paying the American taxpayers back all the money the Reyes Gang has cost the American taxpayers in the years they have lived in the United States illegally. That sum is, conservatively, $10.3 million. If the Reyes Gang re-enters the United States illegally, Kennard should be charged with aiding and abetting or complicity for moving them within walking distance of the U.S. border after they have made it very clear that they intend to re-enter the United States illegally.
The Seattle Times owns the Yakima Herald-Republic found in the Columbia Basin of Washington at Yakima, where a large contingent of criminal illegal aliens live. The Yakima Herald-Republic publishes a Spanish edition, El Sol de Yakima, which is distributed free of charge—at least free to the Spanish-speaking community; the cost obviously shifted to those who pay to receive the Yakima Herald-Republic. On January 4, 2008, the Yakima Herald-Republic announced job cuts, attributing the financial woes of the newspaper to increased competition from the Internet.
On April 8, 2008, the Seattle Times announced layoffs, attributing the financial woes of the newspaper, once again, to increased competition from the Internet.
Could it be that the anti-Constitution and anti-Bill of Rights stance of the Seattle Times is catching up with it as Americans watch their country being invaded from the south; as they lose their jobs, homes and financial security to illegal alien invaders?
Will the next round of new hires at the Seattle Times undercut the wages of the current employees?
Bush Opposed All Efforts to Secure Border

The news article in the Washington Times written by veteran journalist Jerry Seper who has been accurately covering the immigration "beat" for many years. What many people may not realize is that all too often, leaders of agencies are actually non-elected politicians. Someone once said that if you put more than two people together, you wind up with a political system.In order to ascend the chain of command in any organization, often the person who winds up at the top of the pyramid is the person who has demonstrated the willingness to "go along to get along."Apparently the chief of the Border Patrol is such an individual.Virtually from his very first day in office, President George W. Bush made it clear that he opposed any effort to secure our nation's borders. He dangled promises of guest worker amnesty programs that encouraged the greatest influx of illegal aliens in the history of our nation. In pushing for the massive hiring program in the waning months of his administration that spanned 8 years, he caused standards to be lowered, and, as the article points out, made it all but inevitable that the massive hiring program caused new recruits to not be properly vetted, apparently causing some applicants with criminal histories to be hired.Law enforcement is a profession that exposes its officials to the potential for corruption. Corruption takes may forms and in its most insidious, can cost the corrupt agent's colleagues their very lives. Corruption can and does, compromise national security.The outrage is that for years the administration refused to hire an adequate number of special agents for ICE and an adequate number of Border Patrol agents. As I have noted in previous commentaries, on March 10, 2005 I was invited to testify before the House Subcommittee on Immigration, Border Security and Claims at a hearing entitled:"INTERIOR IMMIGRATION ENFORCEMENT RESOURCES"You can read the transcript of that hearing in its entirety.The significance of that hearing was that while the Congress had appropriated sufficient funds to hire and train 800 new special agents for ICE, the administration cut that number to just 143 new special agent hires. Similarly, while Congress had provided funding to hire 2,000 new Border Patrol agents that year and proposed that an additional 2,000 new Border Patrol agents be hired for each of the next 4 years, for a total of an additional 10,000 Border Patrol agents, the President and his administration slashed the number of new Border Patrol agents to be hired that year to just 210!Had the President heeded the advice of the Congress, there would have been no mad dash to hire and train 6,000 agents whose screening and training program had been compromised out of the necessity of meeting the quotas belatedly imposed by the inept Bush administration.Meanwhile, Chief Aguilar obviously bought into the madness and is now being richly rewarded by the administration for his loyalty to an administration that will leave behind a legacy of ineptitude, incompetence and arguably worse, where the security of our nation' borders and the creation of an immigration system that his integrity is concerned.Even as Mr. Aguilar contemplates how to spend his huge $61,200.00 bonus, Border Patrol Agents Ramos and Compean and their families must wonder how they will get through the next decade as those two valiant agents languish in solitary confinement in federal prison for carrying out their sworn duties!There is something else I would like you to consider.The news report notes that the rapid way in which new Border Patrol agents were recruited and hired resulted in criminals not being screened out of the vetting process. Obviously criminals would love to become Border Patrol agents! To be in the position to assist smugglers in moving drugs, illegal aliens including criminals, gang members and terrorists across our nation's borders could yield them huge "fees." It is clear that such criminals would have a strong incentive to beat the system and acquire the badge of a sworn federal agent.Similarly, criminals and terrorists would see in any Comprehensive Immigration Reform (CIR) program, an opportunity to succeed in acquiring lawful status to which they are not entitled. This is the critical vulnerability in a system that is made to operate more rapidly than it was ever designed to operate.
The theory behind the speed laws that are applied to motorists is that if you attempt to drive a vehicle at excessive speed, accidents may well result, often with deadly consequences.Our nation's leaders need to finally come to grips with a basic rule that there is an adverse proportion between speed and accuracy!Had the Bush administration, especially in the wake of the terrorist attacks of 9/11 accepted the commonsense concept that required that the vulnerabilities in the immigration system be immediately and effectively addressed, the issues noted in the news report below concerning the vetting and training of new Border Patrol agents would not be an issue now!Furthermore, the debate over the construction of a fence to secure the border between the United States and Mexico was utterly absurd. The idea of a "virtual fence" made no sense when you realize that the Border Patrol lacked the resources to respond to the alerts that such a system generates. Elected Officials from Both Parties Unwilling to Protect America

Two news reports point to the clear and present danger the deteriorating situation in Mexico poses to our nation and our citizens. The first article, "U.S. Plans Border ‘Surge’ Against Any Drug Wars" appears in today's edition of the New York Times, while the second article, "Obama faces Mexican drug war" was published in the Washington Times last week, on January 2nd.
In my judgement, the deteriorating situation in Mexico can be traced back to the relative ease with which the drug cartels were able to move people and narcotics into the United States because our nation's "leaders" have been unwilling to secure the borders of the United States.
In order to function and expand their capabilities, the drug cartels needed massive infusions of cash. The smuggling of narcotics into the United States and the movement of the proceeds of the trafficking activities flowed south of the border and enriched the coffers of the cartels enabling them to buy more guns, more vehicles and pay more bribes to Mexican law enforcement, military and government officials. In effect, our politicians who blocked efforts aimed at securing our nation's border with Mexico, made the expansion of the cartels' violence and reach into our county possible.
Consider the following quotes from the Washington Times news report written by Jerry Seper: In April, the Justice Department reported that Mexican drug cartels represent the "largest threat to both citizens and law enforcement agencies in this country and now have gang members in nearly 200 U.S. cities." The 200 cities include Washington; Baltimore, Frederick and Greenbelt in Maryland; and Arlington and Galax in Virginia. During a raid last year on a gang operation in Laredo, Texas, an ICE-led task force of federal agents seized two completed improvised explosive devices, materials for making 33 more devices, 300 primers, 1,280 rounds of ammunition, five grenades, nine pipes with end caps, 26 grenade triggers (14 with fuses and primers attached), 31 grenade spoons, 40 grenade pins, 19 black powder casings, a silencer and cash. These paragraphs illustrate a point that I have made repeatedly when I have testified before Congress and at other venues; illegal immigration and failures to secure our nation's borders and create an immigration system that possesses true integrity are not simply border issues but rather threaten the safety and security of our entire nation and endanger the lives and safety of American cities from coast to coast and border to border.
Had the Bush administration acted swiftly to secure our border with Mexico, the violence of Mexico might never have gotten to the point where it is now. Our nation's insatiable appetite for the cheap and exploitable labor provided by illegal aliens caused our nation's leaders to reject any program that sought to effectively secure our nation's borders. Consider, if you will, the Congressional debates about the need to construct a fence along the border our nation shares with Mexico. Consider the point I made in the commentaries I have written about the fact that the Bush administration refused to hire as many Border Patrol agents and special agents for ICE that Congress had funded.
Incredibly, there are still politicians who oppose securing our borders and refuse to have our nation create a secure immigration bureaucracy. These are the politicians who are pushing for the creation of a Comprehensive Immigration Reform (CIR) program that would legalize God knows how many millions of illegal aliens whose true identities, including even their nationalities, are unknown and unknowable. Their criminal histories and possible affiliation with criminal or terrorist organizations is unknown and unknowable. Their intentions are unknown and unknowable. There would be no way of knowing when, where or how they entered the United States. Yet the advocates for open borders could seemingly care less about the irrevocable damage such a wrong-headed program could do to our nation.
At a time when President-elect Obama has talked about the need to create jobs for Americans and create a massive economic stimulus package to avert an economic catastrophe that might be worse than the Great Depression, it is time for our political leaders to finally come to terms with the real world, a place many of them seem to have never visited. They need to understand that a massive influx of illegal aliens would potentially aid criminal organizations and would make it increasingly difficult for Americans to boot-strap their way into economic mainstream America. Furthermore, when illegal aliens and aliens who are admitted on the various "temporary" work visas earn money in the United States, their goal is to send that money back to their home country. This is the exact opposite of what is desperately needed now. It is absolutely critical that money earned in America stay in America! Americans and resident aliens tend to spend, save and invest the money they earn in the United States. Mexico: The Third War

Mexico has pretty much always been a rough-and-tumble place. In recent years, however, the security environment has deteriorated rapidly, and parts of the country have become incredibly violent. It is now common to see military weaponry such as fragmentation grenades and assault rifles used almost daily in attacks.
In fact, just last week we noted two separate strings of grenade attacks directed against police in Durango and Michoacan states. In the Michoacan incident, police in Uruapan and Lazaro Cardenas were targeted by three grenade attacks during a 12-hour period. Then on Feb. 17, a major firefight occurred just across the border from the United States in Reynosa, when Mexican authorities attempted to apprehend several armed men seen riding in a vehicle. The men fled to a nearby residence and engaged the pursuing police with gunfire, hand grenades and rocket-propelled grenades (RPGs). After the incident, in which five cartel gunmen were killed and several gunmen, cops, soldiers and civilians were wounded, authorities recovered a 60 mm mortar, five RPG rounds and two fragmentation grenades.
Make no mistake, considering the military weapons now being used in Mexico and the number of deaths involved, the country is in the middle of a war. In fact, there are actually three concurrent wars being waged in Mexico involving the Mexican drug cartels. The first is the battle being waged among the various Mexican drug cartels seeking control over lucrative smuggling corridors, called plazas. One such battleground is Ciudad Juarez, which provides access to the Interstate 10, Interstate 20 and Interstate 25 corridors inside the United States. The second battle is being fought between the various cartels and the Mexican government forces who are seeking to interrupt smuggling operations, curb violence and bring the cartel members to justice.
Then there is a third war being waged in Mexico, though because of its nature it is a bit more subdued. It does not get the same degree of international media attention generated by the running gun battles and grenade and RPG attacks. However, it is no less real, and in many ways it is more dangerous to innocent civilians (as well as foreign tourists and business travelers) than the pitched battles between the cartels and the Mexican government. This third war is the war being waged on the Mexican population by criminals who may or may not be involved with the cartels. Unlike the other battles, where cartel members or government forces are the primary targets and civilians are only killed as collateral damage, on this battlefront, civilians are squarely in the crosshairs.
The Criminal Front
There are many different shapes and sizes of criminal gangs in Mexico. While many of them are in some way related to the drug cartels, others have various types of connections to law enforcement — indeed, some criminal groups are composed of active and retired cops. These various types of criminal gangs target civilians in a number of ways, including, robbery, burglary, carjacking, extortion, fraud and counterfeiting. But of all the crimes committed by these gangs, perhaps the one that creates the most widespread psychological and emotional damage is kidnapping, which also is one of the most underreported crimes. There is no accurate figure for the number of kidnappings that occur in Mexico each year. All of the data regarding kidnapping is based on partial crime statistics and anecdotal accounts and, in the end, can produce only best-guess estimates. Despite this lack of hard data, however, there is little doubt — based even on the low end of these estimates — that Mexico has become the kidnapping capital of the world.
One of the difficult things about studying kidnapping in Mexico is that the crime not only is widespread, affecting almost every corner of the country, but also is executed by a wide range of actors who possess varying levels of professionalism — and very different motives. At one end of the spectrum are the high-end kidnapping gangs that abduct high-net-worth individuals and demand ransoms in the millions of dollars. Such groups employ teams of operatives who carry out specialized tasks such as collecting intelligence, conducting surveillance, snatching the target, negotiating with the victim’s family and establishing and guarding the safe houses.
At the other end of the spectrum are gangs that roam the streets and randomly kidnap targets of opportunity. These gangs are generally less professional than the high-end gangs and often will hold a victim for only a short time. In many instances, these groups hold the victim just long enough to use the victim’s ATM card to drain his or her checking account, or to receive a small ransom of perhaps several hundred or a few thousand dollars from the family. This type of opportunistic kidnapping is often referred to as an “express kidnapping”. Sometimes express kidnapping victims are held in the trunk of a car for the duration of their ordeal, which can sometimes last for days if the victim has a large amount in a checking account and a small daily ATM withdrawal limit. Other times, if an express kidnapping gang discovers it has grabbed a high-value target by accident, the gang will hold the victim longer and demand a much higher ransom. Occasionally, these express kidnapping groups will even “sell” a high-value victim to a more professional kidnapping gang.
Between these extremes there is a wide range of groups that fall somewhere in the middle. These are the groups that might target a bank vice president or branch manager rather than the bank’s CEO, or that might kidnap the owner of a restaurant or other small business rather than a wealthy industrialist. The presence of such a broad spectrum of kidnapping groups ensures that almost no segment of the population is immune from the kidnapping threat. In recent years, the sheer magnitude of the threat in Mexico and the fear it generates has led to a crime called virtual kidnapping. In a virtual kidnapping, the victim is not really kidnapped. Instead, the criminals seek to convince a target’s family that a kidnapping has occurred, and then use threats and psychological pressure to force the family to pay a quick ransom. Although virtual kidnapping has been around for several years, unwitting families continue to fall for the scam, which is a source of easy money. Some virtual kidnappings have even been conducted by criminals using telephones inside prisons.
As noted above, the motives for kidnapping vary. Many of the kidnappings that occur in Mexico are not conducted for ransom. Often the drug cartels will kidnap members of rival gangs or government officials in order to torture and execute them. This torture is conducted to extract information, intimidate rivals and, apparently in some cases, just to have a little fun. The bodies of such victims are frequently found beheaded or otherwise mutilated. Other times, cartel gunmen will kidnap drug dealers who are tardy in payments or who refuse to pay the “tax” required to operate in the cartel’s area of control.
Of course, cartel gunmen do not kidnap only their rivals or cops. As the cartel wars have heated up, and as drug revenues have dropped due to interference from rival cartels or the government, many cartels have resorted to kidnapping for ransom to supplement their cash flow. Perhaps the most widely known group that is engaging in this is the Arellano Felix Organization (AFO), also known as the Tijuana Cartel. The AFO has been reduced to a shadow of its former self, its smuggling operations dramatically impacted by the efforts of the U.S. and Mexican governments, as well as by attacks from other cartels and from an internal power struggle. Because of a steep decrease in smuggling revenues, the group has turned to kidnapping and extortion in order to raise the funds necessary to keep itself alive and to return to prominence as a smuggling organization.
In the Line of Fire
There is very little chance the Mexican government will be able to establish integrity in its law enforcement agencies, or bring law and order to large portions of the country, any time soon. Official corruption and ineptitude are endemic in Mexico, which means that Mexican citizens and visiting foreigners will have to face the threat of kidnapping for the foreseeable future. We believe that for civilians and visiting foreigners, the threat of kidnapping exceeds the threat of being hit by a stray bullet from a cartel firefight. Indeed, things are deteriorating so badly that even professional kidnapping negotiators, once seen as the key to a guaranteed payout, are now being kidnapped themselves. In an even more incredible twist of irony, anti-kidnapping authorities are being abducted and executed.
This environment — and the concerns it has sparked — has provided huge financial opportunities for the private security industry in Mexico. Armored car sales have gone through the roof, as have the number of uniformed guards and executive protection personnel. In fact, the demand for personnel is so acute that security companies are scrambling to find candidates. Such a scramble presents a host of obvious problems, ranging from lack of qualifications to insufficient vetting. In addition to old-fashioned security services, new security-technology companies are also cashing in on the environment of fear, but even high-tech tracking devices can have significant drawbacks and shortcomings.
For many people, armored cars and armed bodyguards can provide a false sense of security, and technology can become a deadly crutch that promotes complacency and actually increases vulnerability. Physical security measures are not enough. The presence of armed bodyguards — or armed guards combined with armored vehicles — does not provide absolute security. This is especially true in Mexico, where large teams of gunmen regularly conduct crimes using military ordnance. Frankly, there are very few executive protection details in the world that have the training and armament to withstand an assault by dozens of attackers armed with assault rifles and RPGs. Private security guards are frequently overwhelmed by Mexican criminals and either killed or forced to flee for their own safety. As we noted in May 2008 after the assassination of Edgar Millan Gomez, acting head of the Mexican Federal Police and the highest-ranking federal cop in Mexico, physical security measures must be supplemented by situational awareness, countersurveillance and protective intelligence.
Criminals look for and exploit vulnerabilities. Their chances for success increase greatly if they are allowed to conduct surveillance at will and are given the opportunity to thoroughly assess the protective security program. We have seen several cases in Mexico in which the criminals even chose to attack despite security measures. In such cases, criminals attack with adequate resources to overcome existing security. For example, if there are protective agents, the attackers will plan to neutralize them first. If there is an armored vehicle, they will find ways to defeat the armor or grab the target when he or she is outside the vehicle. Because of this, criminals must not be allowed to conduct surveillance at will.
Like many crimes, kidnapping is a process. There are certain steps that must be taken to conduct a kidnapping and certain times during the process when those executing it are vulnerable to detection. While these steps may be condensed and accomplished quite quickly in an ad hoc express kidnapping, they are nonetheless followed. In fact, because of the particular steps involved in conducting a kidnapping, the process is not unlike that followed to execute a terrorist attack. The common steps are target selection, planning, deployment, attack, escape and exploitation.
Like the perpetrators of a terrorist attack, those conducting a kidnapping are most vulnerable to detection when they are conducting surveillance — before they are ready to deploy and conduct their attack. As we’ve noted several times in past analyses, one of the secrets of countersurveillance is that most criminals are not very good at conducting surveillance. The primary reason they succeed is that no one is looking for them.
Of course, kidnappers are also very obvious once they launch their attack, pull their weapons and perhaps even begin to shoot. By this time, however, it might very well be too late to escape their attack. They will have selected their attack site and employed the forces they believe they need to complete the operation. While the kidnappers could botch their operation and the target could escape unscathed, it is simply not practical to pin one’s hopes on that possibility. It is clearly better to spot the kidnappers early and avoid their trap before it is sprung and the guns come out.
We have seen many instances of people in Mexico with armed security being kidnapped, and we believe we will likely see more cases of this in the coming months. This trend is due not only to the presence of highly armed and aggressive criminals and the low quality of some security personnel, but also to people placing their trust solely in reactive physical security. Ignoring the very real value of critical, proactive measures such as situational awareness, countersurveillance and protective intelligence can be a fatal mistake.
